Rains creates havoc in Dibang valley and Anjaw

ITANAGAR, Apr 15: The incessant rains have brought life to a grinding halt in many parts of the state while it has cut off Dibang Valley and Anjaw from rest of the country.

Due to landslides triggered by rain, BRTF Tezu-Hayuliang-Walong-Kibithoo road has been damaged at many places affecting vehicular movements for the last one week.

Road communication in between Hayuliang-Chaglongam-Goiliang-Manchal and Metengliang circles are cut off due to severe landslides at many locations.

In Dibang valley, the BRTF road between Roing and Anini which is one and only life line of the district has completely been damaged in various points. The steel bridge over Dree River and several other small bridges have been washed away.

Apart from the road, the Hydel Projects at Ephipani and Awapani in the District have also been completely washed away plunging the entire district into darkness.

The Local MLA Rajesh Tacho has asked the Government to immediately start the Special Helicopter services to Anini to evacuate patients and stranded people.

He further called for immediately reset up and rebuilding of Hydel Projects at Ephipani and Awapani in the District so that power supply can be restored.

He also requested the Chief Engineer, Project Udayak, Dumduma C/o 99 APO to take necessary action for early restoration of road connectivity in between Anini and Roing.

44 BRTF under scanner over royalty payments

ITANAGAR, Apr 15: 44 BRTF is under scanner over payments or rather nonpayment of royalty for all the minor minerals and forest products for the financial year 2008-2010 in West Siang district.

The police have initiated a criminal case and arrested one Ashok Kumar Pandey under Section 468/420/34 IPC on April 13 over Royalty fiasco. He has been taken under remand for 14 days.

The issue has escalated so much that the Deputy Commissioner of West Siang Amzad Tak has refused to accept the royalty for the year 2009-10 which amounts to Rs 26,98,458, according to BRTF assessment.

The district administration further revealed that revenue statement furnished by the Geology & Mining Department on minor mineral shows that in year 2008-09 only Rs 3,43,900 has been realized and in the year 2009-10 only Rs 18,93,500 has been deposited in the state exchequer.

The district administration and 44 BRTF have been giving contradictory statement on the issue of royalty payment. While the BRTF has maintained that it has been regularly paying royalties for all the minor minerals and forest products extracted by it, the administration has denied receipt of the same.

The BRTF had even issued a statement in this daily that it had been paying royalties and that Administration take note of other organizations that are not paying royalty to the state.

Earlier this week, Commander of the 44 BRTF, Padam Kumar had said that royalty to the tune of Rs 86.46 lakhs were deposited with the government during the last two financial years.

According to Kumar, the BRTF deposited Rs 35,24,002 for the year 2008-09 and Rs 51,22,291 for 2009-10.

However, the district administration claimed that on closer examination of the documents submitted by the BRTF, it was found that several signatures were forged.

The royalty paid has been calculated arbitrarily by the BRTF without the knowledge or consent of the government, maintains the administration.

The administration had earlier sought details of royalties paid by the BRTF for the period 2008 to 2010. Tak disclosed that the BRTF had not submitted the treasury challans against the royalty payments supposed to have been made by it to the state.

He further said that any claims made by the BRTF holds no ground since the royalty paid by private contractors for works executed for BRO is not deposited in any account of Geology and Mining while adding that in 2008-09, no minor mineral royalty has been deposited by 44 BRTF for the work executed departmentally.

Governor proposes ‘Save Mithun’ scheme

ITANAGAR, Apr 15: Arunachal Pradesh Governor Gen (Retd) J J Singh today said that he is taking up a scheme with the Prime Minister as an initiative towards “Save Mithun and Forest”. The Mithuns in other parts are lost due to meaningless slaughtering and therefore, we have to shoulder its protection and propagation, he further said.

The Governor said this while addressing the first ever Longte Hate celebration organized jointly by Nyishi and Tagin communities at Indira Gandhi Park here today.

The festival aims to protect and propagate the Mithuns and it was organized jointly for first time with an objective to promote harmony among the two communities.

Through this kind of festival we will not only carry forward our rich cultural heritage but also protect and propagate our precious living wealth, the Mithuns, Governor said.

The Governor further said these bonds among the tribes and communities of Arunachal Pradesh if properly spread will definitely increase the pace of development in every corner of the state.

Welcoming the spirit of Team Arunachal amongst the Policy makers and public leaders the Governor also appreciated the endeavour of youths and students union towards achieving the goal of Clean and Green Arunachal.

MP Takam Sanjoy in his address while commending the effort of the organizers said the festival spreads the message of peace, non-violence, preservation of culture and protection of our precious wealth.

Dwelling on the importance of the Mithun to tribal society, the MP called for restriction on slaughtering of Mithuns in social and political events. He also disclosed of taking the indigenous festival at global level. Appealing for conducive environment for people of all communities in the Capital Complex, Sanjoy called or retrospection among the denizens and halts to ‘Daagiri’ and notorious ‘Fine System’ in state Capital. This will carry wrong message about us to outside people, he added.

Chief Patron of the festival and Health and Family Welfare Minister Tanga Byaling appealed every religious group, community and political party to restrict random sacrifice of Mithun.

Chief Advisor of festival, Lokam Tassar, Parliamentary Secretary Food and Civil Supplies, said the celebration does not have any political or communal agenda. Its being organized with an aim to protect and preserve Mithun and spread message of harmony amongst the tribes, he added.

Colourful cultural programme was presented by twenty-eight cultural troupes, including those from Parsi Parlo, Chaeyangtajo, Damin, Daporijo, Koloriang, Nacho, Seppa, Taliha and Itanagar. Sports activities were also conducted on the day.

Festival Organising Secretary Taring Rai dwelling on mythology said, literally, ‘Longte’ means a large wooden barricade or fence which is erected on a community basis with the belief that this demarcates the domain of humans and spirits from ill intended trespasses.

In the same way, ‘Hate’ means a thick cane rope used for fastening of domesticated animals especially Mithuns. Origin of the Longtey Hate festival is closely linked with the rearing of all domesticated animals including mithuns for the spiritual and social wellbeing of the community and humankind as a whole, Rai added.

Decennial Census Operations starts in Arunachal

ITANAGAR, Apr 15: Decennial Census Operations and the preparation of the first ever Nation Population Register got underway today in Arunachal Pradesh.

The first to be enumerated was the Governor of the state Gen (Retd) J.J. Singh.

Marking the start of the eleven months long process, Deputy Commissioner cum Principal Census Officer, Capital Complex Padmini Singla and other census officials started enumeration with the Governor at Raj Bhavan.

The Governor appealed to all the residents of Arunachal Pradesh to wholeheartedly take part in the census operation and preparation of first ever population register & conveyed his best wishes to all who are involved in the census operation.

Stressing for error–free National Population Register, Gen Singh pointed no person who is not eligible should be included, no person who is eligible should be left-out and correct details should be entered for all eligible persons. Dwelling in length on the importance of the exercise, Governor said, it will be key-input document for the preparation of the Unique Identification Authority of India (UIDAI) database. Gen Singh, who recently met UIDAI chairman Nandan Nilekani informed that he has urged him to include Arunachal Pradesh as a pilot State for the implementation of this project. Arunachalees are very forthcoming, small population along with very little moving population and for it strategic importance, hence it should be start from here, he added.

Stating that State Nodal Officer for the project is Secretary to Governor, he assured to monitoring the progress.

Census data demonstrates where the nation is positioned at a particular point in respect of various social and economic characteristics in the world. The data collected through the census are used for administration, planning and policy making as well in the management and evaluation of various programmmes by the government and non-government agencies. The census data is also used for delimitation of constituencies and allocation of representation to parliament, State Legislative Assemblies and the local bodies. Census 2011 will be held in two phases. In the first phase., know as House listing and housing census all the buildings, houses and other structures are identified and assigned numbers and information on quality of housing stock and amenities and assets available to the households are collected. This operation is to be conducted from April to September by State and UTs for period of 45 days each as per schedule. The second phase called population enumeration phase will be conducted simultaneously all over the country from February 9-28, 2011. In first phase, along with house listing operation, information for the preparation of the National Population register (NPR) will also be collected. Through NPR schedule, information on all members of the households, such as name, date and place of birth, name of parents and spouse, nationality, current and permanent address, education and occupation will be collected to establish his/her identity. This information will constitute the building block on preparation of database of all residents of the country. Both these operations will be conducted in Arunachal Pradesh 15th April to 31st May 2010.

PASIGHAT: From hilly terrain to forested areas and from slum clusters to plush apartments, Census officials are out in the field across the district gathering information for Census 2011 that began today.

The ceremonial beginning of House listing and Housing Census and National Population Register (NPR) started with the first citizen of East Siang, Deputy Commissioner Onit Panyang.

In his message, the DC urged all sections of society to participate wholeheartedly in the gigantic National tasks of Census and NPR and ensure that nobody was left out.

Panyang also informed that Govt. official as Supervisors and Enumerators have been trained and 70 people for Urban, 25 persons for Rural have been deputed.

Education Minister Bosiram Siram and MP Ninnong Ering were covered next. The duo in their messages congratulated the Census officials and conveyed their best wishes for the success and timely completion of this massive exercise. They also stressed the need for enrollment of every usual resident in NPR and appealed to everybody to participate in this endeavour.

DAPORIJO: Census of India 2011 officially began here today with the first entry made of the first citizen of the district, the deputy commissioner H. K. Shalla at Rijo House.

Rijo House was numbered as Cen-1 under the House listing and Housing Census and all relevant data was collected by G. Bhakta, Enumerator. The problems and difficulties that might be faced during the Census were discussed and solutions sought so that the process could be completed smoothly, accurately and on time.

YINGKIONG: In Upper Siang, the process got started with Rajesh Panyang, Deputy Commissioner In charge.

He asked them to work very hard and sincerely so that not a single person/ house are left out during the census enumeration.

RGU students donate blood

ITANAGAR, Apr 15: The Rajiv Gandhi University Students Union (RGUSU) today organized Blood Donation cum HIV/AIDS Awareness Camp successfully on the second day of the ongoing societal programme.

Yesterday, the union conducted social service cum tree plantation programme in the university campus.

More than 150 students took part in today’s programme and 34 students of them donated blood. 22 of the donors were girls!

Dr. N.Budh, SMO General Hospital Naharlagun, Hage Onya, Technical Assistant, Blood Bank General Hospital Nlg, Dr. Chin Dei Kim, Medical officer RGU and others provided technical support for voluntary blood donation camp.

Prof. Pura Tado, Pro Vice-Chancellor, RGU, Dr. Tana Sowren, I/C Registrar, Pro. P.K Panigrahi, HoD of political science, Dr. Rachob Taba, HoD of Education Department and David Pertin, Assistant Finance Officer also attended the programme. The motto behind these three days societal programmes is “green-clean university for green-clean Arunachal and bequest blood to save a life”. Social Service cum Tree Plantation will be held at General Hospital, Naharlagun, on the last day (April 17) of the programme.

Rongali Bihu grips Itanagar

ITANAGAR, Apr 15: The Assamese community celebrated the Rongali Bihu here at Mopin-Solung ground yesterday. The gathering was enthralled with colourful Bihu dance.

Speaking on the occasion, as chief guest Rural Development Minister Takar Marde while citing the old age relationship between the people of the two states said that there was a good and cordial relationship between the two states even before the writing of buranjees (history).

Throwing light on the Khampti and Singhpo communities’ relationship with Ahom, he pointed that the relationship of the two states will continue till the existence of the earth.

Narrating the contributions of the Assamese people during the NEFA days to Arunachal Pradesh in its developmental activities, he said that many Assamese people worked in various remote areas of the state and served the people and the state with dedication and sincerity.

He appealed the people to continue the age old tradition between two states.

Guest of Honour, Arunachal Pradesh Building and other Construction Workers’ Welfare Board, Chairman Jalley Sonam extending the Bihu greetings to the Assamese community, briefed about the relationship between the people of Assam and Arunachal Pradesh and appealed the people to maintain the same spirit in near future.

While, appealing the people to promote their tradition and culture in the state, he assured to extend all possible help to the Assamese community living in the state capital and also assured to carry forward the activities for the welfare of the worker society of the state.

Earlier, Itanagar Rongali Bihu Sanmilan President DP Dutta briefed about the importance Rongali Bihu.

On the occasion, the Itanagar Rongali Bihu Sanmilan felicitated the students of Donyi Polo School of hearing Impaired and assured to provide free music training to DPS of Hearing Impaired students at Kalakshetra, Itanagar.

The Sanmilan also presented a citation to the renowned singer of Arunachal Bengia Hemonto for his contribution in music field.

Sangken

NAMSAI, Apr 15: The three day Sangken, the festival of water, began on April 14.

The Sangken festival is an occasion wherein the devotees both young and old, joyfully splash water on one another. It also provides an opportunity for the family members to pay respect to the elders and to obtain blessings from elders and monks.

The Sangken was observed at Golden Pagoda for the first time in which PHE Minister Chowna Mein, Director Higher and technical education Joram Begi and Namsai MLA Nang Sati Mein participated.

Prior to the Sangken festival, an ordination ceremony of 55 young monks was also held at the Golden Pagoda.

The new monks are attending one month course in the Pagoda.

19th AR prepares youths for Arunachal Scouts

ITANAGAR, Apr 15: 19 Assam Rifles trained 67 youths hailing from remote areas of Tirap district and other parts of the state to facilitate their selection in Arunachal Scouts. The rally is being held at Jorhat from 07 April-22.

The training was carried out by the unit instructors in its Battalion Headquarters at Khonsa for duration of one week from April 7. Process included physical training, documentation, medical checkup and preparation for the written exam.

The unit had earlier identified the eligible candidates and organized their transportation, lodging and food arrangements at its Headquarters.

After the completion of one week training, all the candidates were escorted to Jorhat by unit representatives. Apart from accommodation and messing arrangements, the representatives are escorting the candidates to guide and prepare them in Jorhat.

Deputy Commissioner, Tirap W Lowang contributed rations for the youths during their stay at Khonsa.

ITANAGAR, Apr 15: The Confederation of Service Association of Arunachal Pradesh (CoSAAP) thanked state government for releasing 8% dearness allowances to state government employees and Adhoc bonus to contingency paid staff and ALCs for the financial year 2008-09.

Meanwhile, it appealed the state government to consider the other pending demands of the employees in phase wise manner and also appealed the state government employees and contingency paid staff and ALCs to perform their duties with dedication and sincerity to bring rapid development in the state.

Sanjoy writes to Union Power Minister

ITANAGAR, Apr 15: Arunachal MP Takam Sanjoy today urged Union Power Minister Sushil Kumar Shinde to initiate work for deployment of one company of CRPF for the security of Lower Subansiri Hydro Project installations being implemented by the NHPC and its officials.

In a letter to the Union Minister, Sanjoy also informed the minister of present position of the 1600 MW Middle Subansiri Hydro Power Project and 2000MW Upper Subansiri Hydro Power project.

The MP requested the personnel intervention of the union minister so that the private companies as well as CPSUs able to get the technical datas and DPRs prepared by the NHPC for early beginning of the projects allotted to them.

Local people should be given employment opportunities in the projects being undertaken by the private players, Sanjoy added.

Rural Tourism: a pilot project in Ziro

ZIRO, Apr 15: The Four days Rural Tourism training successfully concluded on April 13 last.

More than 50 participants from different villages of Ziro plateau took part in the training.

The organizing secretary Yomjum Yomgam, in his deliberation said that after survey all over the state, he choose Ziro as people were open to ideas here

The criterion for the selection was based on hardwork, hospitality as well as scenic beauty of the place, he added.

Therefore, on the basis of suitability, three villages – Hong, Siibey and Biri have been selected.

Earlier Niitii (Hong) ZPM Tilling Dolley while inaugurating the four days training on ‘Eco-Friendly Rural Tourism’ at Village Tourist Lodge, Biiri, Ziro on April 9, said “The tourist inflow in the area will definitely increase, if we could provide better hospitality.

Taking instances of his trip Sikkim and Guwahati for the similar trainings, Dolley called the trainees very lucky to have the training at their doorstep.

He suggested the participants to form SHGs and make use of prospect of Rural Tourism as many tourists preferred staying in villages.

Papum Pare ATA unit adopts resolutions

ITANAGAR, Apr 15: The third review meeting of the Arunachal Teachers’ Association, Papum Pare district unit demanded the authorities for upgradation of higher secondary schools and secondary schools in the district with above 500 students.

While adopting several resolutions, the meeting requested the Govt for early construction of the sufficient teachers’ quarters, timely supply of NCERT text-book in the district, school-wise education awareness tour programme after re-opening of the new academic session.

It further resolved that school headmasters, teacher-in charges, ADEO’s, APO’s BRCC’s and CRCC’s in the district be reshuffled and only local employees of the district be appointed in these posts before re-opening of the next academic session.

It also demanded one JNNURM bus for the students of various schools in the district and said that teachers working in various private schools be called back. It further demanded appointment of regular subject teachers of Govt schools as a headmaster in charges in place of contact SSA teacher. The meeting also reviewed few resolutions which were adopted in second review meeting of the ATA unit during 2009.

KVIC Director accorded a warm send off

ITANAGAR, Apr 15: Director, Khadi & village Industries commission A. K Sharan, was accorded a warm send off by the officers and staff of KVIC, APKVIB, and many NGOs.

Sharan who retired after serving 32 years took over as the Director of KVIC in 2008.

Sharan informed that during his tenure in Arunachal Pradesh, more than Rs 5.00 crore was mobilized through Bank Loan/subsidy in PMEGP and other programmes of the KVIC.

Member, North East Zone, KVIC Padi Yubbe informed that if the APKVIB is ready to bear the 10% share for opening of Khadi Plaza, the KVIC will provide 90% grant.

Vice chairman (APKVIB) Bado Singi, said that Shri Sharan has enriched the state with his vast experience and knowledge in the field of Khadi & Village industries.

Commissioner, Industries, Textiles & Handicrafts M Pertin credited Saran with implementing the PMEGP programme in the state. He was instrumental in making an action plan of Rs 10 crore approximately for the APKVIB, he added.

Among others, BinnyYanga, a pioneer in the NGO sector also spoke on the day.

Unique army medical-cum-veterinary camp draws huge crowd

DIRANG, Apr 15: Continuing its effort to forge and foster better understanding and cooperation between army and the civilians, Army unit of Baisakhi Garrison in collaboration with West Kameng District administration, National Yak Research Centre and Dirang CHC organized a unique free medical-cum- veterinary camp at Namsu village yesterday which was a huge hit with the villagers.

The camp comprised a team of doctors both-Allopathic and Veterinary from the Army, NRC and CHC. General medical advice, free treatments and medicines were provided to villagers while small children were provided on the spot vaccination. Many animals including Yaks and Mules were also treated and medicines provided to its owners.

Earlier, while inaugurating the camp, Colonel R. Sharma of 15th Mahar Regiment said that Army was happy to be helping the civilians in any capacity. ‘Army is for the people and we don’t mind reaching out to them’, he elaborated. Also, while interacting with this correspondent at the Brigade Headquarters, Brigadier M.S Ghura said that the Army was willing to take up more such similar and diverse civic action programmes for benefit of the local people. “We want to help the locals in every possible manner and it would be better if the Army, the District Administration and the local MLA coordinated more so that we pool in our resources together and resourcefully which will give desired and tangible results”, he explained.

Appreciating yeomen service rendered by the Army, elder brother to local MLA and area public leader Sange Tsering said that such similar camps and civic action programmes indeed need to be conducted on more regular basis. “Army has got so much manpower and materials. The District Administration should forge better communication and coordination with it to utilize it for benefit of the local people”, he opined.

Kargeng Perme passes away

PASIGHAT, Apr 15: Kargeng Perme, the longest serving HGB of Mirsam village passed away today.

He was 73.

Born at Damro village, he later settled at Mirsam in 1967 and since then served the society in various capacities.

Late Perme is survived by his wife, two sons, three daughters and thirteen grand children.

People of Bogong Banggo and nearby areas paid their last tribute to him today.

The Perme Welfare Society, Pertin Bodum Baane Kebang expressed shock over the sudden demise.

ITANAGAR, Apr 15: Upper Subansiri Sports Association has announced 18 members squad for the IXth Tadar Tang State Level Football Tournament 2010 to be held at RG Stadium Naharlagun from April 25. The team will be lead by T Bonnie Liruk and Jikako Nipu as team manager and coach respectively.

AAPPTF Tawang unit formed

ITANAGAR, Apr 15: All Arunachal Pradesh Public Transport Federation (AAPPTF) discussed various problems of the public transporters of Tawang in a meeting on April 13 last. The Federation later constituted its Tawang District Unit with David Samtam as president, Thumpten Shakya, vice-president, and Wangchu as general secretary.

No illegal appointment in PWD

ITANAGAR: There have been no illegal appointments so far in PWD, informed an official communique. The statement came after an allegation that appointments in the department were done after political interference, which was published in this daily.

The Unemployed Arunachalee Engineer's Association (UAEA) had stated that appointments of JEs on contractual basis were done on political recommendation.

Terming the allegation shocking, the department stated that no such contractual appointments are done in the department and that if any appointments were done in the past, it was done with proper approval of Govt. against deputation vacancies and not against regular vacancies.

Fulfill demand: ANSU tells NHPC

ITANAGAR: All Nyishi Students Union has called on the NHPC authority and state government to look into the demands of the project affected people of Subansiri Lower Basin Hydro Power Project.

While threatening an agitation against the Corporation, the Union’s General Secretary Nilly Likha Tabo said that demands of the people must be fulfilled within a short span of time.

Pressing for their various demands, people of the area have called for series of bandhs this month.

ITANAGAR, Apr 15: All Mara (Ramring, Ramsing, Rambing) Welfare Society deeply mourned the death of Tapa Mara (Jepa) at General Hospital, Naharlagun after prolonged illness on April 12 last.

Late Mara of Mara village of Upper Subansiri district had been serving as peon at district court, Daporijo Upper Subansiri district for the last four years and is survived by five members of his family, the Society informed.

The society members prayed for eternal peace of the departed soul. They also urged the Upper Subansiri Deputy Commissioner to extend all possible help to Late Mara’s family.

ITANAGAR, Apr 15: MLA Yumsen Matey has wished the Ollo community of Tirap district on occasion Worang festival that begins today.

Worang is an agriculture based festival that marks the beginning of the New Year.

Matey appealed for a wholehearted celebration to promote the culture and preservation of the Ollo identity. He further appealed people of other communities to take part in the festival.

This is in response to the letter ‘A separate rule for VIP cavalcades?’ carried in your daily on April 14.

Raj Bhavan expresses concern on the mention of the cavalcade of the Governor in the letter and would like clarify that as a mandatory practice, our pilots and escorts are always briefed to ensure that minimum inconvenience is caused to the public during the movement of the Governor. At the same time, keeping in mind the security issues of the Governor, the cavalcade cannot be halted or slowed down in market areas or places where there is significant crowd presence.

It has always been our endeavor to ensure that no inconvenience is caused to anybody and there is no question of the security guards / pilot / escort behaving in a way which would cause any humiliation or embarrassment to any citizen.

Respect for traffic rules and human rights have always been accorded the highest priority by the Raj Bhavan.

LPG cylinder crisis

Dear Editor,

It has been observed that LPG cylinders are being sold to restaurants and hotels illegally in higher rate which results in acute shortage of cylinders for common people.

If even cylinders are made available, the queuing system for taking coupon does badly affect the day-to-day life of the office goers and students.

Therefore, I request the authorities concerned to make cylinder available in the market and improve the distribution system.

We want stipend

Dear Editor,

The students of the North Eastern Regional Institute of Science and Technology (NERIST) have been deprived of annual stipend. The students easily received the stipend during the March ending or first week of April up to the last financial year. But this time it is too late adding financial hardship to the students.

When asked about the delay in disbursement of stipend, authorities answered politely that it is under process and we are hearing the same answer for the last few months.

We fervently request the authorities to do their job sincerely and disburse the stipend amount as soon as possible.

Bumper Housie -- not a healthy sign for society

Dear Editor,

The forceful selling of bumper housie/Tambola tickets and frequent organization of the draws every month despite ban order has created a unhealthy environment in the Seppa township.

It has become cause of frustration among the people, particularly business community and poor.

Different organizations have been conducting the Bumper Housie twice or thrice in a month citing minor reasons in the town/district. It is beyond one’s capacity to purchase 4 or 5 housie tickets in a month.

Such frequent housie draws have been creating bad impact in mental health as well as behavioral attitude of common people. As a result there are increasing unwanted criminal activities in the society.

Therefore, I sincerely appeal the district administration and the leaders of the East Kameng district to take step and ensure that such housie is allowed only in rare and important occasions like Nyokum Yullo in order to maintain a healthy society.

Kindly refer to my earlier sent e-mail regarding the anomaly in the disbursement of financial compensation paid by BRTF for land acquisition for construction of link road from Brahmakund to Tidding which was published in Reader’s Forum in your daily on April 14.

The reported lapse on the part of the district administration, Tezu may be treated as nil as the matter has been resolved and settled amicably among the community of the land owners on 15th April’ 10 and the district administration is not to be blamed for this development .
